OSHA and the Department of Labor publish enforcement data across four separate programs. None of them are joined at the employer level. WorkRecord ingests all four, links them by employer identity, and produces a single scored compliance record per employer.

The result: a complete safety, wage compliance, and injury record for every scored employer — refreshed quarterly from federal open data.

OSHA's most serious citation — issued when an employer knew a hazard existed and made no effort to eliminate it. Willful violations carry penalties up to $156,259 each and are permanent federal record. WorkRecord weights willful counts 3x serious violations in scoring.

OSHA citations require employers to correct the hazard by a set abatement date. Open abatement items — where the deadline has passed without documented correction — represent active, unresolved risk. BP Texas City has carried open abatement items for over 13 years.

OSHA flags inspections opened in response to a workplace fatality. Fatality-linked inspections indicate the most severe safety failures and typically precede the most significant willful citations. WorkRecord applies a hard score cap when fatality flags are present.

OSHA's repeat citation classification applies when an employer is cited for a substantially similar violation within five years of a prior citation. Repeat citations carry up to 10x the standard penalty and indicate systemic compliance failure rather than isolated incidents.

WorkRecord Score

A 100-point composite employer compliance score. Higher scores indicate lower federal enforcement exposure. Four components, weighted by their materiality to acquirers and lenders. Methodology fully disclosed.

Scores are computed at the employer level, normalized by industry (NAICS) where relevant, and assigned a risk tier for screener use.

Clean
Score 80–100. Minimal enforcement history. No open abatement, no willful violations, back wages within industry norm.
Monitored
Score 60–79. One or more elevated signals — repeat citations, above-average back wages, or prior WHD investigation with findings.
Cited
Score 40–59. Active willful violations, open abatement items, or severe injury concentration above NAICS peer median.
Critical
Score 0–39. Multiple willful violations, fatality-linked inspections, open abatement, and/or significant back wage exposure in combination.
